I need someone who will create a tool that will allow me to apply comments on the selected article on a specific page.

simple specification of operation:
1. I'm providing comments
2. I'm providing nicknames (the application downloads them randomly)
3 I link to a specific article on specific page
4. I specify the interval.
5. Click on the start
