I'm looking for proxy ips from different countries to check popunder traffic and ads.

At the moment I need ips from Lithuania.

My vpn does not work to check the neteworks. Seems those IPs are blacklisted.

I'd suggest you try some dedicated mobile proxies, make sure the location is Lithuania. I guess posting in "Want to Buy" with your use case would be helpful - seller can DM you their quotes and prices.
