Im Interested to know your White Hat SEO Services & Pricing

I'm putting something together basically selling Ad & SEO services to clients on a niche blog. I'm planning on outsourcing the SEO part. Niche is medical, a mix of physician-patient related blog posts. I'm considering both White hat and Black Hat SEO so I am posting this in both forums on BHW.I've considered Fiver for some things, but I'd like to know your pricing and services offered. Or possibly if you guys know of some great SEO people on Fiver that you can suggest. I want to offer quality. Not just popunders from adult related sites.Thanks for the help.
