Add new payment method and set it as default payment method. And make sure that there's enough money in that card.

You can add a new card to the account by launching a boost post ad from the page that is connected to that ad account. Then the hold will be removed. Don't click accept hold or try record again

Kick the old card and add a new card then create a new campaign, your account will not have money held

I have guided quite a few people to do this and succeed
Step 1. Create a new page, create and advertise with images of flowers, trees or any other simple images.
Step 2. Create an interactive campaign worth no more than $1 (Seriously)
Step 3. Add 1 new unused card and push it to the Main card.

You can change to another payment method and create a new ad, pay 1-2 thresholds and it will be gone, but it's best to change to another account.

Your account has been held and here is how to recover your account in such a situation:
Step 1: Turn off all camps, don't leave any camps turned on
Step 2: add a new payment method
Step 3: go to a camp with a budget of less than $10 per day
Your account will get your money back.

The advertising account has had money held by Facebook and you need to add money to the payment card that previously paid the outstanding balance to be able to correct the error. If the error cannot be fixed, use new ad accounts.
