1. You can block certain websites for avoiding illegalities on it.
2. There are proxy businesses that authenticate, but they have a big marketing department to deal with that.
3. Have a disclaimer that they are solely responsible how they use the service

not entirely true.
proxies is easy money making, its more getting your name out there and promotion. there isnt much wiggle room for prices but depends on how many stacks you buy

Its a catch 22, users want anonymity but if you start blocking sites and forcing EULA they will simply go to a competitor.
1. Register your business in a neutral 5/9/14 eyes country so you're not obligated to pass logs to law enforcement
2. Buy your own IP blocks and register a proper noc handle in ARIN. Announce them with your peering carriers so you are stricly the owner and complaints come directly to you, not your colo provider
3. Find a niche, provide a value added service on top of VPN, its very competitive, your overhead costs will overburden you.

Some of them already answered, but just wanna add 1 point that you can block specific website if you want, and you can create policies regarding this, that if anyone do any illegal activities, you will not responsible for that. The one who will do that will be responsible for that work!
