when we say "make web 2.0's" or "web 2.0 social sites", what exactly do we mean by that?
are they anything that i would call a blog? wordpress, blogger ect...
or is it more broad, like wordpress, twitter tweets, wiki's, yt videos ect...?

also, when people say to make backlinks with different ip's, does that mean diversify platforms? ex:all wordpress sites are considered to be the same ip, and all twitter tweets considered to be the same ip, all twitter tweets considered the same ip ect...?
    or is that something different?

No, not all wordpress based websites have the same IP.
Having a different IP depends on where each website is hosted.

Use the search to look for a thread where a member here posts a list of web 2.0 properties, you simply sign up there (for exmaple at doodlekit.com) and have a web page (like flc735.doodlekit.com) where you put some content and a link back to your website. You have to look after your web 2 properties and maintain them by posting new content (must be unique), complete profile of each web 2 so that it looks as natural as possible.

Web 2.0 is a general term to refer to sites that allow interaction between individual members and the general public as opposed to a site pushing a information, a product or message. This includes social media, but is it is more than that, it includes blogs and such too. Twitter, Pinterest, blogs, you tube, flicker, and a thousand others exist. There are even sites that let you post to them all at once.

When they tell you to build back-links from different IP addresses, they are really telling you to not use the same ip address when you are building your back-links, because it is obvious you are the one building them, instead of someone else finding your site and posting a link because they like it. Google doesn't like you building links to your own stuff, but they do like it when your stuff is so good that other people post a link.

Usually each website is hosted on its own IP address from the hosting company.

If every time you build a link, it comes from another IP address (proxy) it will not be obvious that you left the link.

AND FLC, when you do not even know the terminology, it's hard to search for information that helps you. He wasn't asking for someone to spoon feed him anything, all he asked for was some clarifications and background information. Isn't that what this forum is for?

web 2.0 is called social media that means allow people to interact and share their ideas.

The technologies encompassed by Web 2.0 include, but are by no means limited to, blogs, tags, RSS, social bookmarking, and AJAX. The philosophy focuses on the idea that the people who consume media, access the Internet, and use the Web shouldn't passively absorb what's available -- rather, they should be active contributors, helping customize media and technology for their own purposes, as well as those of their communities.
