As a small local SEO startup, how much should I charge for services and what are the items in that service?
 
Firstly you need to make money first before helping clients.

I would advise you to have some solid case studies and testimonials so people can trust you that you're strategy works and hired once you got those you can put clients on monthly retainers for 5 figures or more.

I don't know what I am charging, but I also don't know how to offer the services. For example, I've encountered businesses that sell full services (on-page, off-page, outreach, linkbuilding, etc.), small packages (limited links), or by item (1 link, 3 links, 5 links and separate the basics). So, as a local SEO company, how much should I charge and what should be included in what I am charging. I hope that makes sense :)

Start off simple and offer services that are inline with your skills. If you don't have any experience in offering these services then keep it as simple as possible. For example pick a small area that you have the most experience in - whether that is on-page optimization, link building or whatever, and just offer that as a service. Work out how long it will take you and then work out a price based on your hourly rate. If you don't know your hourly rate, look at the competition - people offering similar services to you - and also think about the amount you want to earn per year and then calculate an hourly rate from that.

Doing it like this, you can ensure that you are able to create satisfied customers who will get good results from the services you offer - if you start off as small as possible in that way, then you will have a business that is easy to grow - because every customer will recommend you, leave reviews etc. and your business will blossom.

As it grows, you can then start slowly adding on other services and then once you have loads of services that you are delivering successful, you can start offering those services as packages.

Everyone wants to jump in and start an agency

From a top down view

"Learn a skill, pitch your skill, make money" sounds nice

But there are some crucial points missing from that

Let's discuss

1) You're trying to make money before getting results.

If you're an average dude with no skills you cannot simply JUST GET CLIENTS

You have to LEARN YOUR SKILL.

To MAKE SURE you get results.

Then get clients.

2) You aren't confident in your ability to deliver.

Lack of confidence stems from lack of experience.

Learn your skill. Then learn more.

If you are already great at what you do, you need experience + results.

The ONLY way you are going to get experience is by working on real world projects

If you have to do initial work for free, do it

If you have to charge less the first couple times, do it

Just because you're good at your skill doesn't mean you can get real world results

Get results first by working for free or cheap

Then use those results to get more clients

As you get more confident and can actually deliver results, increase your prices..

I'm sure the best way is to start with what you can do the best. Let it be narrow part of the wide SEO. Than as soon as you grow you cn start thinking about hiring someone for some kind of job + enlarging list of the provided services. If I were I would recommend you to check frelancer sites and see what kind of requests for SEO are there and which one you can start with.
 
Asuming you are not the only "local seo" I would look at the competition. First what they charge and what service they offer. What could you do better and cheaper?

It kind of sounds like that, but sometimes you have the knowledge but don’t know how to sell or what to charge for your services.
 
Analyse your competitors as much as possible. Write down anything you've learnt about selling/prices/services.
An analyse - is the key for a succesfull business.
 
Offer what you know so that you can explain to your client easily what you are gonna do and what results you can give.
Price is what you can determine by outreaching others that are offering the same service. Just ask them how much they are charging - ask as a client. Then charge a competitive price.

Check other firms and companies which offer similar solutions. Than when you have estimated range stat offer your own service. Learn the demand and increase or decrease the price. Market will regulate things for you.
 
See what others are charging in your area and either go above or below that depending on your skills.
