Very likely it is illegal (why shouldn't it, after all...) in any circumstance where a republishing license is not granted by the OP to a 3rd party by means of specific CC or similar loose rights.
The good news is that with the amount of videos YT is dealing with every single second, it's probably pretty hard that a few small fish will get caught. As a rule of thumb, it's simply the way things work in most areas.
Still I'm fairly confident that -given enough motivation and determination on the OP part- a legal case could be mounted against even a small "ripper" if the license the OP adopted doesn't allow republishing/broadcasting. So do it but be smart.

It's illegal, they can send you a DMCA take down notice, if you don't take it down you receive a lawsuit then etc.
if you are wondering how they know who you are:
when you get the DMCA take down notice the video is down untilo you file a counter claim, in that counter claim you must out your real info or face united states law against putting false information on a legal document then youtube sends the info in the counter claim to the people who sent you the dmca notice and then they file a lawsuit against you.

do you have any idea how expensive a copyright infringement lawsuit can be. chances are the people being sued wont meet the collectible level of cost it cost to sue them in the first place.
its only few hundred dollars, and keep in mind the suit could include monetary loses and court fees, so if you win the other guy has to pay monetary loss + court and legal fees.

they (and anyone for that matter) can sue you for anything they want. its just a game, thats why its called a "court"
it doesnt mean they will win the game but anyone can sue anyone for anything. i can sue youtube for terrorism if i want to, but it doesnt mean i will win. so to answer your question OP, yes you can easily be sued. the odds are that you wont be sued but its always a possibility.

your thinking small claims without a lawyer. a serious copyright infringement is way more expensive.

I can't even imagine the volume of ripping/reposting that someone would have to do before the material owner decided to actually initiate and follow through with legal proceedings. Aside from that, most companies in a financial position to pursue such proceedings aren't likely to; when large corporations sue private individuals, it just makes them look like assholes.
You cant take international cases to the court unless the damage on your copyrighted content is higher then 1200 euros, (believe-me i know what im talking.) either that or you accept to pay ALL the court costs. (this includes but not limited to: flight, hotel costs, etc.)
