Well, that's weird. Have you tried contacting their customer support team? You just might get the response you need from them.
customer support team reply:If you try to register on a bad proxy, ig will let you register then ban that account right away, so that email is actually used(you can try to login on a mobile device and you will see that you're actually banned).
I don't think is this problem because all my agents fail.
Instagram had a few bugs/downtime today, that might be the case...
