Is it possible to scrap photos and videos from random IG's Profile?

it depends, if it is a public account there are already a lot of scrapers that you can find just by searching them on google. Now if we are talking about a private account, that's something more complicated because you need an account to use with the scraper and it can be flagged as a bot.

Even though you could find some scrapers for private accounts on google the vast majority of them are outdated and will get your account flagged in an instant

If the profile you are scraping is public, you can do this without any problem.

But be careful. Instagram account is required even when scraping

As long as the media is visible to the public, you should be able to scrape them with most tools available out there.

Yes you can. For Private users you need to follow them first tho.

public profiles are easily scrap able with a decent scraper
