If I were to get all my bots to follow each other (so it seems more legit), would this create a huge footprint or would I be safe with doing this?

Yes, it will be a huge footprint for sure, but I can't comment whether you will be safe or not.

Even if they're not on the same IP?

Even if they're not on the same IP yes. Instagram, as well as other social media websites, have a lot better algorithms to analyze data, rather than just an IP address like in the old days.

So, instead I should just get my bots to follow people with the tag #f4f or something to gain followers?
