On the face of it, IG doesn't really flag accounts on rooted phones. Although considering what you can do on a rooted phone (bypassing rate limits, spoofing device info, automation, etc.), IG might find those suspicious. Basically, no hard rule on their side you can't but root can make their systems suspect something's up. If you’re managing accounts or automating, a rooted phone is a liability unless you really know your way around it.
