There is nulled version of Nijagram if you are just looking to do that for one account. Instabot.py paired with pythonanywhere can do your job if you are looking something web based and for multiple accounts.

Following people and expecting them to follow back is a good strategy but I would suggest you to work on some other methods too for faster and better growth of your Instagram account.
