just tested this user and got few hundred likes in just a few minutes.
However I wasn't at the top of the comments, near the top. And I clearly had the most likes.

I've tested this on my own post and the like part still works, not sure about the top comment though.

As far as I understand you tag their accounts and they (bots) would mass like that comment making it the top comment in that post. Top comment doesn't seem to work anymore however the likes still worked few hours ago.
 
I just tried tagging a photo with it and saw no results unfortunately.

Could you explain why? I'm not familiar with this just read about this yesterday when it stopped working.
