Just wondering if using IG ads to grow a small account, 5k followers, would be a good way to grow the account? And if so, what would be a good daily budget to start with?

I'd say it's better than buying shoutouts if you know what you're doing. Shouts market is full of junk and fake, boosted accounts.
Though i'd still go for a website to automate your follow & like tasks slowly.
