They do allow 5 accounts in their IG app. That's true.
But if OP is using a bot to run all 5 accounts on same IP and doing 100s or 1000s of actions per day, it's better to limit himself to 3 accounts per IP (proxy). Otherwise they'll block some of his features (follow/unfollow/like) or in worst case scenario - disable his account/s.
Too many actions from same IP is huge red flag!
Don't use more than 3 accounts per IP (proxy). Ideally, of course, would be 1 on 1, but that can be expensive if you run a lot of accounts.

Question: As we all mainly target US followers so my question is if i open an instagram account with an US private proxy and verify email but without verifying phone number and start growing followers, liking other posts, comments etc. if Instagram asks for mobile verification one day, is it okay to verify that account with any non US mobile numbers like Russian numbers? Will Instagram block my account if I do so?

This sums up my exact opinion as well. I wouldn't go with 5 if you are botting, but you can test first with a small number of accounts.

I have seen people running even 8-9 accounts with a single proxy previously..
Buy Going with 3 proxies per account is the best and safe option.
Its not just number of accounts but even location of proxy and quality that matters.
