If you have content on a domain, and switch it to a new domain but redirect the old domain to the new one do you get duplicate content penalty?

No, but you should also do a canonical redirect to tell Google, or submit the 301 through webmaster tools.

Technically no, but make sure you're in good standing with your Google webmaster settings and use the proper redirect type.

i have done the same thing but make sure you need to give command in Webmaster tool ... and then you can rank your website

Transfer all the contents to new domain and 301 redirect entire old to new.

There will be a temporary duplicate content penalty if the new site is indexed before the 301 is noticed by Google, but it will quickly clear up within days. Using webmaster tools to tell Google your site has moved is optional.
