I'd say #2 but while sticking with reputable sites. There are quality links that can be got at around $100-$150 $ link.
Just one question. What is Awesome about a DA95 backlink?

Agreed, as has been said before PA/DA are rubbish metrics. You need to forget about metrics and look at the overall link quality OP.
OP please don't blow your budget on crap. If your monthly budget is $1500 you should be able to get some reasonable links but seek out a professional, somebody you can trust.
A lot of the websites I check that ranks first on competitive keyword has this crazy huge article on a huge magazine like LA Times or Forbes on mention in it... My guess this is a missing piece in the puzzle when all your competitors has the same backlinks
You're saying that a mention on Forbes is useless?
Your original question is about a 95DA domain, not Forbes. A lot of domains with high DA are just spammed sites, the metrics do not mean that much. In some cases they could do, in others they mean fuck all. Then in other cases it means you have a link from a pure spam site.

Man, I gotta' disagree there. Sure, it would be significantly more beneficial to get a link on the homepage, but having a contextual link on an 'inner' page of a legit (non-spammed), relevant, high quality site (typically with good DA) is always a good thing and can and does have SERP effects. I've seen it happen numerous times.
Naturally, you need to weigh factors such as cost and perceived benefit to your business model, but 'DA stacking' and 'leeching' juice back to your site is pretty well accepted.
Because, and I may be wrong as I am not interested in all the guru shit. DA = Domain Authority, to me the homepage. PA = Page Authority, to me the inner pages. So I guess if you want to go by these metrics, on an inner page, you want a good PA.

Look don't look at those crappy stats. As long as they have worthy backlinks they are WORTH it.
I buy domains for $10 much more powerful than those in the auctions etc.

3.$600 for 90+ DA Guest Posts
