If URL and Title different ?

If this happens, will there be any impact?
It's like a book's title on the cover didn't match what's written on its spine. It might confuse people trying to find it in a library. Similarly, when a web address doesn't match the title of a page, it can confuse users and make it difficult for search engines to find and show the right information
 
There is a reason why wordpress automatically takes your title and turns it into the slug. It's easier for both google and end users.

But to answer your question, yes it will affect it, but that doesn't mean it won't be indexed under the post titles search term. It will be discoverable, just will be much harder to rank.

Good example would be youtube, any porn tube - the urls are nonsense, yet they dominate the serps.

Actually, it depends. What types of impact you are guessing? In most cases if these are different but have the same meaning then no problem at all. But if these are different in meaning this is misleading for search engines and end users.

It's not always possible to keep the title and URL the same, In the case of blog pages that may be possible but in webpages, it is rarely possible to keep the title as it is in the URL. The important parts such as the service name can be added in the URL, not the whole URL...

Now Google works on Intent not the exact phrase match, so no need to always keep the URL same as the Tiitle, just try to keep the things looks visually appealing and user friendly while moving towards increasing the CTR....

the problem is URL is local language and URL is english language. Actually I can't replace the URL (web database) But the title can. Thank for all.
 
No it's a good SEO practice.
You don't need to have the exact Title as your article slug. Keep it concise and impactful to reduce parse budget of Google. It may not seem much on a single article but when you have 100's of articles the cost adds up for Google and the crawler doesn't like that at all.

Remove all unnecessary adjectives, verbs and descriptors and only use the see keywords.
Example: If your article title is- e
Dal with your dog shedding with these home made solutions
the permalink should ideally be: domain.com/stop-dog-shedding-home
 
I have seen big sites doing it and they were ranking fine but i don't know if this will impact smaller sites
 
In fact, the impact is very small, after all, sometimes the title is very long, but slug can not do so long, so it does not have to be consistent, more important is actually the formulation of the rules of the url as well as the page content design.
