If twitter asks for phone verification but I don't have the phone number anymore, is the account the same as dead or does it go away after awhile?

write to the support , they will unsuspend the acc and you can change the phone number

Pretty much it's the same as if it were suspended, the phone lock won't go away on its own. You can try what was recommended above, but if it's a spammy/non-legit account, i wouldn't hold my breath.
