If the hosting is cancelled can't I survive sites data permanently?

It's the responsibility of the hosting company to move your sites to the new server when you upgrade. But, you should always have local backups through various backup plugins available for free or cpanel backup option.

If you have upgraded your hosting service with the same provider then there should be backup or migration of data should be done by the hosting provider. If you have the backup file then you can ask the hosting provider to restore it. If there is no backup then there won't be any option to restore your website.

You didn't tell us details. Did you upgrade to a bigger account in same provider ? Or you bought a package from new provider and canceled current account ?
Anyway having regular backs is website owners responsibility. Providers usually tell they take backups but if you check small print you will find somewhere it says they don't take full responsibility to keep those backups. Always keep your own backups.

If the provider doesn't have a post termination backup policy (very few does), then you wouldn't be able to retrieve the data from them.
If you have a backup on your own, you can restore it. (cPanel makes it easy for the end user to generate and download the backup and it is a must do, after all it is your living we are talking about and it is to be taken very seriously)
Ultimately, you don't have any backup nor does your provider, in which case the last solution is to retrieve your website content through google cache.

They say data were removed by cancellation at the same time. Provider is hostwinds.

You should contact support of @Hostwinds they do that transferring for you free of cost! This problem never happened to me while shifting on hostwinds but yeah, recently I got charged 600$ for this VPS i took during last years black friday deal even though I cancelled it, apparently they wanted my "review" and confirmation on clients tickets but I never got any email telling me that. I am in process of getting a refund right now, hopefully I get it back soon.
In short, contact support of hostwinds and tell them its really important for you to get the data, some times the support person goes out of there way to help you.

depends on who you were hosting with. You could ask them if they have a backup of your site
