If my short URL detect as Spam, Doesn't it means my site got problems?

I am afraid to use the sites after it detect as spams sites and its my PBN i dont link to my page just to my url, can anyone verify that my site is good or bad if the shorten url by google detect as spam or violate goo.gl terms. because when i use bitly its also detect as spam site
