if i stop posting on twitter or facebook does it decrease engangement rate?

All social networks are using similar algorithms. You publish, impressions, engagement rate, time counter, etc. Things changes upon gained stats. Some posts might achieve viral status, but it won't last forever. There might be an overall stats score, but in all scenarios, the logic says: it must decrease with time.
The real question is: why would you stop posting? Just automate it.

If you're just planning to take a couple of days (or weeks) off, you can schedule posting in advance. That way your account will constantly have new content to bump the feeds.

If you stop posting your followers will either unfollow you or forget you exist. If they forget you and you post something they wont know who you are and unfollow. If I were you I'd just sit down today or tomorrow and just schedule away posts for the next 2 weeks. Then take a break. Have the posts published on their own.

The obvious answer is yes.
Automation can help, although if it's spotted it can result in people unfollowing you, or a ban.
Just hit your core channels for a couple of minutes a day. You can do that sitting on the toilet.
