If google voice sent the code, does that mean it does not consider the number voip?

I am selling some stuff. I don't want to put my real number on the website so I installed an app on my phone which gives me a second number. I put that number on the site. a scammers texted me with the standard "I want to make sure you are real, I will send you a code, read it back to me" to try to verify google voice. I wanted to fuck with him so I said ok send it. surprisingly, the code came to the app. I thought google voice would say "this number cannot be used for verification" and not send the code. Now what I am wondering is, did I just discover an app that assigns legit numbers and not voip numbers? OR google voice sends the code without any checking, BUT THEN when you enter the code it will say this number cannot be used for verification?
 
There many free number applications and they use real numbers, they hope you top up and burn credit.

The numbers are real 100%

And yes you Can Receive real verify info for accounts on them.

Many many many applications offer numbers download apps on mobile.
 
Receiving a text from a person would go thu a phone service so it a real phone network.

Send and receive.

Voice over ip are application that use ip to chat there not on the phone exchange.

But saying this it might be a virtual phone service setup thu servers but that still involve real exchange setup.
