If are good at solving computer problems PLEASE HELP!!!!

because I need whats on the hard drive, unfortuately I don't have an external back up anywhere :(

It was caused by a virus. Some viruses today disabled booting to safe mode. Unravelled is right with this one. Go check his posts.

(note: my day job is computer technician)

I have been able to get the the xp installation start up, but the recovery console is not an option..it just ask which partition to install xp on...looks like the ISO link he posted doesn't have the recovery console on it.

do you think that will have the recovery console in it considering it is straight from Microsoft?
 

OK when/if your CD boots up, when you get to the "welcome to setup" screen, press ENTER (first choice)
Note: Even though the second option is to repair a Windows XP installation, the Recovery Console is not the option you want. We choose to truly perform a complete repair installation a few steps from now.

Then F8 to accept the license .....

Then Windows XP Setup needs to know which Windows installation you want to either repair or install a fresh copy over.
The single installation of Windows on your PC should already be highlighted. If you have multiple installations, use the arrow keys on your keyboard to select the installation that you are wanting to reinstall.

Since you want to repair the selected Windows XP installation, press the R key to continue.

Windows XP Setup will now delete the necessary system files from the Windows XP installation that is currently on your hard drive. This step usually only takes a few seconds and no user intervention is necessary.

Note: No data files like word processor files, spreadsheet files, music files, photos, etc. should be deleted during this process. Only system files that Windows XP is able to restore are being deleted.

Windows XP Setup will now copy the necessary installation files from the Windows XP installation CD to the hard drive. This step usually only takes a few minutes and no user intervention is necessary.

Windows XP will now begin installing. No user intervention is necessary.

Note: The Setup will complete in approximately: time estimation on the left is based on the number of tasks that the Windows XP setup process has left to complete, not on a true estimation of the time it will take to complete them. Usually the time here is an exaggeration. Windows XP will probably be setup sooner than this.

Make your choices along the way .....

Then the Windows XP repair installation will finalize. No user intervention is necessary.

Your PC will automatically restart and SHOULD proceed to load the repaired installation of Windows XP.

You will have to enter all the setup info again .....

Click Finish -> to proceed to Windows XP.

XP will boot again .....

When it comes back up you should be good to go .....

You will have to let it update all through the updates all over again however .....

I actually figured it out...
I found a site that had a package that would make a bootable CD of XP and ad the recovery Console files in. Once I got into the recovery concole, it was just a matter of figureing out how to get the BOOT.INI file to repair itself correctly. So I'm now back to where I was 2 days ago...XP boots up fine normally no, but safe mode is still disabled...but atleast the BIG problem is solved!!
