You need 2k watch hours from shorts , that will take approx 3-10 million views of shorts depending on the retention of videos.
If you want to monetize a channel best method is to create two- 1 hour videos and send 2k watch time to each video, add 3-4 five minute videos too just to make it look more natural when youtube checks your channel. We have got multiple channels monetized and also re-monetized using this method.
If you do not want to go through this headache, just go to a reliable smm panel and they will do the job for you.

Yes, you can still apply. There are different requirements for shorts, you need views in millions. But even if approved, it will result in very less earnings with shorts.
