We did some tests with gmail/googleads + 4G Proxies and 16 out of 20 accounts where blocked before we even created the google ads account.

If you are saying about Gmail Disabled then its not about the Identory tool that issue is a lot these days after google updated security now you can't able to bypass Phone verification and when you verify it will automatically disable the Gmail after 3 to 4 Days.
