Ideas for phone biller

Hey Guys, I have a question.

I have a hookup at a phone billing company. They can do SMS Premium billing 12 countries I believe. What I want to do is use this to either lock some content, or access to a website.

Any suggestions? I really wanna hit the UK as they pay out $6 per confirmed pin. I just provide the content, etc.
