Ideally, What Links Should I Be Looking For?

I see PA this and DA that, but majority of my links wouldn't even be in the same area as my site (insurance). Wouldn't that just look spammy under a manual review?
Ideally what kind of backlinks should I be targeting for my site? From what sources?

Appreciate any help with this!

Diversify your links, use longtail and not all pointed to your home page. Pref use "buffer sites" such as web2 to protect your money site. Not sure what you mean about manual reviews and spammy, but i think you mean blog commenting. Not going to wipe you ass for you but at the end of the day if it looks like spam, smells likes spam......then its probably spam. Its up to you to leave informative and interesting comments so you can drop a link. Authority is the key in relation to leaving links. Looks aorund the forum, plenty of resources.

Your best links are relevant contextual backlinks from sites with already established good metrics (PA, DA, TF). If you write good 100 word comments to related articles or posts in the same niche, most should stick and not be considered spam. Complete articles pointing to your site can also be posted on Web 2.0 properties you create, or as guest posts on relevant blogs.

I don't personally worry about manual reviews, if I get one then its game over. Highly doubt a lot of peoples 'high quality web 2.0s' and 'white hat pbns' would pass manual review, unless they're a tiny portion of your links then its blatantly obvious to a google employee whats going on unless they all have 10+ random links to other sites on and then they aren't worth making anyway

As already said above, I would consider the best links any contextual ones, highly relevant, from the best clean pages you can find (or build).

I would start with local SEO, comments on blogs from your niche, and after that will follow up with guest posts

Look for links that is high quality, relevant, reputable and trustworthy sites.

Those are the ideal type of links - especially if they are from well established authority sites. But we all know how hard or how expensive a 'real' link is to get. That's why most people prefer in just building their own PBN, some build it in the exact niche their current site is, some built it as general and use it for more money sites. At the end of the day, you need some luck too.

I've seen just way too many sites rank with links and 301's from domains and sites that have absolutley nothing in common and are spammed to death.
