Let's say I'd like to invest $500. It is ok for me to bring $100 more. If that is reachable, it has a lot of potential if done multiple times. In what would you suggest investing? Nothing long-term.

Lowest rate I've seen on youtube views is 0.2$/1k with 5$ he would get 25k views, to resell 25k views for $1.4k you need to resell 1k views for 56$..
So no, he obviously doesn't resell views (at least ones that he bought for 5$ six month ago).
He most likely bought views to boost rankings of the video and now he earns money from that video.

Hum, it depends on your niche. If I'd invest $500, let me show you my plan :
Part one (main site) :
- $10 for a domain name with whois privacy
- $67 for a hosting plan at Hostgator
- $49 for a great and responsive wordpress theme on Themeforest
You write quality articles about your niche by hand
Register to an industry-leading CPA plateform
Total : $126-$130
Part two (satellites) :
- $100 for 10 domain names with whois privacy
- Free hosting plan for each domain
- Free wordpress themes, 10 not the same for each one
- $250 for 50 articles (450-500 words), 5 articles per site >> Look for a highly rated gig on Fiverr
- $50 ($5x10) for blasting these 10 satellites (approx. 50 high PR BL per site). You'll find a lot of great gigs on Fiverr
- Put adsense ads
Total : $400
Part three :
Put some backlinks on your articles with your targeted keyword and pointing to your main website (not 100%, diversify your anchors)
Rank & bank.
Investment cost for the 1st year : $530
That's what I've done and it worked very well
