A scam is when you're sold one thing and get nothing, or another completely different thing. Telegram ICO isn't misleading anybody. You can't even buy it unless you have an in. For the people who can actually put forward their money, they'll get what they've purchased: A pre-pumped cryptocurrency ready to be dumped at a profit.
