I would like to know why this is allowed now and what changed.

Last year I had an idea for a BST that involved fake proof videos, this idea was denied by @Apricot because, well, it isn't real and BH.

Now I see 2 BST's that offer this service so I would like to know what changed, why and what are the boundaries.

If you've noticed an inconsistency in the rules, you can bring it up to a moderator, or in this case, @Apricot since she was the moderator you talked to about this thread concept. Please keep in mind that in-house mods work during the weekdays, so if you made the effort to contact @Apricot late in the week, the best time to expect a response is after the weekend.

I'll send you a message right now to ask you for more information on this to see if I can clarify anything, although please note that I won't really be around much until Monday.
