I would like a custom bot, advice please.

First up, im not a programmer, I do not have the patience to do it.
So excuse me if I ask any questions that you may perceive to be silly (although by some fluke of nature I did manage to top my C programming class at uni, forgotten most it now though).
I was looking to have a simple bot made.

What language would this be done in ? Java, C ?

I was thinking of getting it done at getafreelancer dot c0m
or could anybody else recommend a good place ? I dont have the biggest budget for this, but I am realistic of the potential cost.
