Is it possible to to code another sql database or am I screwed?

Obviously you are screwed. Or are you sure that you did not get the db? Is it a sqllite db? Is it filesystem oriented? Check the code properly first. Not sure why someone would do that..

I have contacted him. He's being evasive. Claims he included it, though hostgator support and I were unable to locate it. Well thanks anyway

Database contains everything, without it you are screwed. On the other hand there is no reason for the seller to not give the database, so he probably just forgot to export it. Contact him and explain the issue.

If you paid through PayPal, then tell him that I will open a dispute if you don't give me the database.

Yes, it's possible. However, if the database contained users' information, it will be bad to re-create the accounts yourself because you don't know their e-mails, nor passwords or any information at all. If it was just a normal database to make the website run, it is also possible to create.

This is why you should always pay through Escrow. If you paid through Paypal just dispute the payment. It's not your problem if Hostgator "lost" the database.

Where did you buy the website . No database means he only transfered the domain . He must have sent you some file a zip folder .

if you sell a webpage the database is included.
if he is not giving it try to get your money back.

The databse structure you can recreate, but the other info contained in the database such as posts,users,comments you can't recreate those

You can code the database but you can't create the information it contains because you don't know what it is. Contact the seller and explain the issue and try to deal it smoothly.
