Unlike Linux, creating a VPN server on Windows is a piece of cake. You can easily do that brother.
Buy a windows VPS and establish a VPN connection there. For $15/m you can get almost 100GB of bandwidth which will be enough for your purposes.
You can get each additional IP for $1/m thus you will have 10 different VPNs with dedicated IPs for just $25 a month.
Believe me I know it very well that if you want to pay for such a thing you have to spend anything between $70 to $100 per month.
