I want to program ROBOTS.

If you are planning to create simple web based bots, it's lot easier to develop in high level language like java/.net, which provides good UI & easier API's than c++. Only if you intend to create a powerful, robust and real time software which requires high performance, go for c++. First you choose what kinda bot you wanna develop and then consider the programming language to be selected.

There's nothing like picking up useful skills and that awesome sense of nostalgia you'll get.
 
Try & Error in VB... It can make something that you need to control for :')
 
I would order a kit that comes with an Arduino,2-3 servos,buttons,potentiometers,ect.The programming involved is pretty simple and there are tons of libraries & example projects online.

I programmed large robots(ones costing 10-20k) in FIRST FRC and took part in building them, learning to program small AVRs is a good start, get a cheap atmel board, a small electronic kit(tools, resistors, motors, capacitors cables yadda yadda) and a modular power supply and start hacking away with C/C++, read documentation and examples and start building on that
 
Program robots to do IM for you while you are in hawaii or some exotic place enjoying your life.
