We use Discourse for one of my Companies forums and it works well. I believe it's technically open source so you can set it up for free if you self host. We use a dedicated/managed host however so I can't speak to much to it in that context.

We currently use Discourse on our support forums but we have plans to migrate to XenForo. Main reason is that Discourse is very limited in the user and permission roles.

We've found plugins that have rectified this issue for us. Might be something to check out before you commit to the migration!
