There are plenty of resources teaching basic web design on the Internet, just do a simple search.

On the other hand to make a good website, all you need to use is Wordpress and it will do most of the background coding for you. This will save you quite a bit of time and get you straight to making money.

A bit lost on your post - WordPress and Artisteer aren't exactly themes...

Just use Wordpress as others have stated and also learn HTML and CSS (using the many resources on g00gle) so that you can tweak and add things to your 'design'.
