People are willing to charge me a few hundred to manage SEO, should I go with them, or is it easy to learn?

Depends, are you interested in learning or do you just want to rank and not not have to worry about the seo side of things?
I have a couple clients who prefer to pay me because, let's face it seo is a boring task and takes a lot of time when manually building links. Of course you can cut the time in half with automated software, like GSA etc. which is something I don't recommend for a beginner, it can totally mess up your site if not used properly.
Soo if you have the money you should probably pay somebody to do the job for you, good luck ;-)

"Manage SEO" is so broad term so it depends on details. Is there going to be link building and adding content? Or will they just promise you to "optimize" the site again and again each month.... by sending you analytics overview and telling you are doing good job. Few hundred can be a very good deal and a bad deal depends on what you get for it. If you haven't done SEO and have things to do I wouldn't bother learning it and would outsource it.

Learning SEO is not that hard, but it's a problem when the client doesn't actually know what it is. It might be more complicated than just making sure that the page is visible by Google - some people think that it basically involves you doing everything on their page, even some stuff only web programmers know how to do.

SEO is not a matter of little boys game, it needs a lot of knowledge and practice to make things happen. So, if you have no idea, don't try it yourself now. Hire a good SEO agency to rank it for you, in the mean time you can start studying on it to learn more.

first he has to spend months or years checking what things work out for him and what dont.
now it takes a lot to rank a fresh domain and till backlinks start working. so its even longer
plus the fact most niches are overcrowded by guys who it'd be hard to fight without money

this forum is a great place to learn, though some information needs to be structured in a better way and what is also important is that different experts have their own point of view from their own experience and individual cases.

If you have time to learn the complete SEO strategy for your website, just go for it. If not, refuse it and hire a person who has sound knowledge of SEO.

You need to learn what it is IMO. How will you judge what you get from your provider? Knowing how it works but paying someone to do it is one thing. But not knowing what you are paying for? You could easily overpay for crappy service that does more harm then good.
Youd be better off learning how it works in theory. Then book some individual gigs and see how the pros do it. Observe and mimic. When you see rankings work you can rinse and repeat.

Learning is not enough, experience comes with observations and applying your brain to clear the hurdles. Every time you will need something new to stay on top and even if you are not on top you should try to get traffic from other sources.

SEO is two parts: Online & offline.
Offline: Make sure your content & site structure/code follows a (big) set of guidelines & produce quality targeted content.
Online: Gets quality (i.e. not from spammy sites, not from porn sites) links from sites that are relevant to your content in any way you can (guest post, buy, build you pbn, ha... well, not that - etc).
If it sounds like work and expenses, it's because it is. It wasn't like that back in '09 but you're late.

This could be a very cheap price, or you could be getting screwed over by someone reselling Fiverr crap.
Is seo easy to learn ? It's an ever changing landscape so it's fine to learn the basics but you need to keep testing / changing things to keep ontop of what's current.
As @jazzc above mentions time, effort and money are needed.
