Use expireddomains.com, filter, check on wayback machine (on all subdomains), register, redirect, ...

First decide if you need backlinks. Use a domain comparison tool (ahrefs is what I use) to determine. You could just need more on-page SEO and good content.

Don’t buy backlinks to have backlinks. Find a specific main keyword or two. Then find relevant sites. Reach out to the site master/owner and ask to trade relevant articles.

You can find backlinks with spending some money. There are a lot of backlink providers, try one of them and be easy.
 
You can write guest posts for authoritative blogs and input backlinks within. But keep in mind, most of these blogs allow guest posts for a fee.
 
1. Find authoritive blogs using content explorer in ahrefs or use google to find recently posted good websites in your niche.
2. Make sure they have decent DR and mainly Organic Traffic
3. Use guest outreach footprints. There are many footprints like "write for us" +niche
4. Bargain for exchange of links if you have another site (mostly dont accept) or ask for good price.
5. Keep Building Quality Links

You will find good backlinks for your site. Mix it with some citations and other kind of backlinks.
