Depends on the type of VCC. They are no-KYC? Or they are attached to your name?
Depending on the type, and the control one could have over those VCC, you can simply add an amount over the top-up or the VCC itself
Also if they are rechargable or not
For example a $1 named-VCC to verify a free trial, mighy be sold for $5-6 ($4-5 on top of the VCC)
But a full control non-KYC rechargable VCC can range from $100 to $300 (mainly depending on the due dates)

Aren't you worried about where these cards will be used? This kind of activity is quite dangerous, there are many unscrupulous users who can use them for illegal purposes.
