The easiest way to get ".edu" and ".gov" is by posting comments on such websites.
However, with the increased amount of spammy comment links, it is obvious that Google will ignore such backlinks or give less importance to them. So, you might try it, but there are lesser chances of getting something valuable from it. Also, there are some chances of getting penalized by the search engine in some cases.
The other ways to get relevant backlinks from such websites are:
Finding Websites: You can type "[Your Keyword] site:.edu" OR "[Your Keyword] site:.gov" in Google and find relevant websites.
Create Content: Get information and learn about such websites and create quality content related to them, then you can contact them and ask for a recommendation in return.
Provide Something in Return: For educational websites, you can offer some books or other education-related materials to the students, give coupons discounts related to your niche and ask for the backlink.
You can also participate in Governmental and Educational Forums.

Now, to find good edu and gov backlinks, type "gov and edu backlinks site list" into Google, and you'll find a slew of lists of edu and gov websites that offer backlinks.
Then simply verify the spam score of such websites and create backlinks.
Remember that you don't need many edu or gov backlinks for a fresh website. 6–8 edu and 3–5 gov backlinks are sufficient.

Usually these edu and gov links are created by profiling or you can use rankerx to create these links !
