I want to do a casino-related display ad, but the URL and image are not approved. How do I detour it?

You can not run it without having lots of accounts. You need to warm up tons of accounts to get 1 or 2 running smoothly. And you need to learn how to cloak.

If you are not a licensed casino owner of that brand , display url with casino keyword is hard to get approved. You can have display url that appeal to your targeted audience like makeitbignow, winnitbig, toppbonuss etc and same you can do with ad image / ad copy.
the idea is to get maximum clicks from real casino players.

once ads is approved you can redirect user to money page via cloaking.
