What OS are you using?
It depends on if you have a static or dynamic IP. If you have a dynamic IP you can probably just do ipconfig/release. If you have a static one you'll have to get into netsh and play around in there a bit. Google will have all the details for you if you look.
Yes the cmd line for a dynamic IP is
ipconfig /release
ipconfig /renew
It sounds like you want it to use some program that you have though? You can execute that program through the command line as well.

It depends if you wanna change your dynamic IP then use the above advice fromwowhaxor.
IF you have proxies and you wanna change them, you have addons for that in mozilla and chrome.
Just remember to delete all your previous history and cookies.
I don't think that is entirely effective,Lol! I hate how they say you can't post URLs.
just use a VPN or proxy or something. Faster and more effective.
