Woww... It's really hard to find Windows VPS with that price. If you can get it to me, please let me know.
 
If you are interested in getting a quality VPS deal, you should have more money for that.
$5 is not enough for something decent.
But still I'd recommend you to check out Windows VPS deals from eWallhost.com and Qhoster.com.
They are respectable and their servers have neither glitches, not outages.

I think the license cost $16.

To OP: Tell us why you need the VPS and we may suggest some other option.
 
$5 is very low, but you can find for $7.
Even if you can find for $5 only god know what kind of pice of shit it is and it will end up costing you more.
 
You can get linux vps for $5 a month because windows license cost is more than just $5 a month.
