Okay so for the proxy, as long as it works for you personally, I'd say have a go at it. Once that's been settled, there's the big push to get YT to treat your content as locally relevant so next up is the content.
Novel idea, I'll give it that. Even if it is functionally rehashed content, it shouldn't be an issue on Shorts particularly. What's important is it feels fresh to the new audience (and for most parts it would be, considering it is content localised and re-edited for the said audience). I can't imagine that sort of thing is deeply saturated in the DE side of Youtube, and if that's the case you have less competition in the Shorts space which is a plus. It certainly converts well with Western content localised to JP audiences so speaking from a place there.
Since Hungary and Germany are in the same timezone, it should be fairly straight forward sticking to a posting schedule. Best to learn the peak hours for consideration. Better still, test what the optimal window is over a couple of days to see what sticks. And yeah. using the scheduler is fine for Shorts.
First vid stats looks solid for a brand new channel, I'd say build on that momentum since retention is decent (above average even, but question the metrics on that), still has a lot of ground to cover of course.
Can't say there's much else by way of advice, or really just personal thoughts about your project here. Maybe the usual try keeping the first 1 to 2 seconds really punchy and grabbing to hook people's interest for the sweet watchtime. Also, test different aspect ratios or subtle animations if your base is static images, that sort of thing to keep it from looking stale. All else, best of luck!
