Since i have 31.000 USA emails, i must use them. Please tell me, what service do i need to purchase (or get free), to make automated system that will send 31k emails once every week. HELP!
 
If you can prove that list is opt-in you can easily use Sparkpost they have great API features or you can integrate them with any free software like Atomic Sender ( 7 days trial ) after that they charge you 69$.

if you can get hold of sendgrid accounts, you can start from there. But seems like it's hard too sign up nowadays.
 
Build your own SMTP server if you know how, it requires some syslimnux skills, know how to setup PowerMta/MailWizz...have a basic understand of how mailing work....

if you don't have all the knowledge needed to build your own SMTP server a d deal DNS records, IP reputation.....Use a program that allows you to send from many Gmail accounts and proxies

Do a JV with someone. Otherwise it will be impossible to reach these 31000 users or let them open the email . It will not even go in most mailboxes if you do yourself.
 
I suggest to buy a VPS that has port 25 opened ( perhaps hostinger ) and ask a developer / expert to config it deeply

otherwise best option would be to buy Amazon SES account or verify one by yourself
 
See if you can get your SES out of sandbox and use any open source marketing automation software like Mautic
 
I really think you need to figure out who your target audience is with those emails. Then you'll now what products you can sell to them.
 
They are scammers , they scam i have you standard plan 165 $ and they give me one smtp 0.8 raiting in mailtester , and i asked them why they told me add and 100 $ to give you good smtp and full access , i was add and 100 usdt and they do t give me nothing and when i told to them for refund they told me send and 50 usdt to refund 50% of your moneys! i have proff IDEALSMTP

It is not that easy. There are various processes like filtering and all.
 
You need to follow some technical expertise like:
