I need to use this image in a design, but it would destroy the elegance completely to have to add in their watermark and link for using the image. I can't seem to find a tutorial on creating an effect like this in Photoshop because I don't know what to search! Anyone seen a tutorial or know how to do it?

Well its a vector file .
Download the rar open it with illustator remove the watermark and background just keep the droplets and use it on your psd without any issue.

Even just using part of it with a different background would still be against their terms, wouldn't it? Especially if I am selling or distributing the template.

Well then you should contact the owner or check TOS of website for the credibility or commercial usage.

The original reason I created this thread was to find a tutorial to show me how to recreate this effect, because I can't use the image commercially. -_-

I think you are worrying too much.

You are free to use this image:

- For both personal and commercial projects and to modify it.
- In a website or presentation template or application or as part of your design

You are not allowed to:

- Sub-license, resell or rent it.
- Include it in any online or offline archive or database

Any basic PS tutorial should teach you the skills to make something similar.

Yes, it says that but it requires credit. A link or something on the page. If I am distributing it, selling it more-so, I don't want to have to put a link on the template saying the image was taken from somewhere else.

OP, you need to learn to read between the lines.
If you make significant changes to it then I doubt they will send a SWAT team round to your house.

If you really don't want to risk it then you need to brush up on your PS skills

Okay. Take your damn blur tool, make a circle, and see if it works out like that vector image.

It's just a basic bokeh effect. Looks like there might be some radial gradients on a few of the circles. If you search for photoshop bokeh tutorial you'll see a million versions of this effect.
