I think I got stood

On 25 january, I hired a freelancer "Lucas B" with skype ID lucasbraydon . I pay the services, but he never came online from that day. Also, my website give some links (low links from spam comments) so I talk with him at first time about this problem and he guaranted me number 1 in rought 1 mounth. The link is very low, it's not a high seo like I want and I speak with her.

What Do you think? Make dispute on paypal or expect more time?

PS: I left message on skype 7 days ago, but nothing. I want your opinion.

First of all, no one can "guarantee" you number one. If they do, run. You can definitely try filing a dispute with PayPal but there is a very slim chance that they will do anything. It might have been easier if he hadn't delivered at all but in this case he delivered something different from what was promised. Sorry I couldn't be of more help.

You didn't get stood I just haven't been able to log into my skype because I have been using a different laptop with windows 8 and I can't log into my skype.
