Use akismet, and search comment blacklist plugin in WordPress, this will block certain words in comments. And yes dont publish these comments your rank will tank

I keep my comments on moderated and then delete them from time to time

If not monitored and cleaned up, those comments can pile up and the database might become huge. If you have a shared server, it might affect your site performance. So, it’s better to remove those comments regularly, and also have akismet activated.

Years ago I had those problems too, and for awhile I was applying the spam filter rules that Wordpress had (I think through Akismet). That helped a bit, but I was still getting way more spam then genuine comments so I just turned off commenting.
If you didn't want to turn off comments, I recommend applying the rule to automatically mark comments as spam if they contain one or more links - this would filter out the one you showed in your example. Or instead of marking as spam it may be worth seeing if you can have Akismet automatically trash or disapprove comments with 1 or more links (not just mark as spam) but i'm not sure if it can do that, it's been a long time since I had commenting enabled.

It could have a negative impact on your site if you start getting a bunch of these comments, so for the time being it's better maybe to turn off comments by using some plugin, as they aren't so relevant anyway nowadays, and it could cause you more problems if you keep them.

captchas can be rather easily bypassed. For example you can set automatic captcha bypass service to scrapebox and when its posting comment backlink. If captcha is triggered it will send the captcha to human for solving.
Do you want comments? Then you might want to use somekind of captcha + spam check plugin or manually review every comment.
If you don't want comments to your site then just turn that feature off. You won't be gettin those spam messages anymore.
